Council Chairman Manjula Kularatne stated that the new law requires both drivers and all passengers, including those seated in the rear of vehicles, to wear seat belts at all times while traveling on expressways.
The regulation is part of the government's ongoing efforts to strengthen road safety standards and reduce the severity of injuries and fatalities resulting from traffic accidents.
Authorities had previously granted a grace period to allow motorists and passengers sufficient time to familiarize themselves with the new requirements. That adjustment period will officially end on June 19.
From June 20 onward, law enforcement officers will begin strict enforcement of the regulation, and those found violating the seat belt requirement may face legal penalties.
Officials have urged all road users to comply with the new rule, emphasizing that consistent seat belt use remains one of the most effective measures for protecting vehicle occupants during accidents.
The National Council for Road Safety noted that the initiative aligns with broader national efforts to improve traffic safety and promote responsible driving practices across the country.
