Sri Lanka updates UN sanctions list with new additions

Sri Lanka has issued a fresh update to its Consolidated List of designated persons under the United Nations Act, No. 45 of 1968, incorporating new additions and amendments in line with recent United Nations sanctions measures.

The amendments were published through a Gazette Extraordinary dated May 12, 2026, following changes adopted by the United Nations on April 28, 2026. The updated list includes individuals linked to terrorist organisations, including ISIL (Da’esh), as well as revised information on several senior Taliban figures already under international sanctions.

Among the newly designated individuals is Sami Jasim Muhammad Jaata Al-Jaburi, an Iraqi national accused of overseeing ISIL’s financial operations and involvement in terrorist activities. Also added to the list is Abd El Hamid Salim Ibrahim Brukan Al-Khatouni, who allegedly served as a senior financial management official within the group.

Ugandan national Hamidah Nabagala has also been included in the sanctions list over allegations of facilitating ISIL financing networks in Central Africa and involvement in a 2021 bombing incident in Kampala.

The gazette further outlines amendments to the profiles of several Taliban leaders, including updated personal and travel information. The revised entries include Mohammad Hassan Akhund, identified as the First Deputy of the Council of Ministers under the Taliban administration, and Abdul Ghani Baradar, the Deputy Minister of Defence.

Additional amendments were made to the listings of Amir Khan Motaqi and Abdul Salam Hanafi, reflecting updated biographical and administrative details linked to their roles within the Taliban leadership.

Sri Lankan authorities said the updates were issued to ensure the country’s sanctions framework remains aligned with United Nations Security Council resolutions and international counter-terrorism measures.
