Keheliya, others convicted and fined in medicine procurement scandal

The Supreme Court of Sri Lanka has ruled that former Health Minister Keheliya Rambukwella and several officials violated the fundamental rights of the public by procuring medical supplies from an unregistered company, bypassing standard procedures under the 2022 Indian Credit Line.

In its judgment, the court ordered Rambukwella to pay Rs. 75 million from his personal funds to the state. Former Health Secretary Janaka Chandragupta and former NMRA Chairman S. D. Jayaratne were each directed to pay Rs. 50 million.

Additionally, NMRA CEO Vijith Gunasekera and former MSD Deputy Director Thushitha Sudarshana were also ordered to pay Rs. 50 million each as compensation.

The ruling was delivered by a three-judge bench led by Justice Preethi Padman Surasena, following a Fundamental Rights petition filed by Transparency International Sri Lanka and two other parties.
