The event will take place at the Bandaranaike Memorial International Conference Hall (BMICH) under the patronage of President Anura Kumara Dissanayake.
The programme has been introduced in response to the severe damage caused by the Diwata cyclone, which resulted in significant loss of lives and extensive destruction of property across the country.
To ensure a swift and coordinated response to post-disaster rehabilitation and recovery, the government has established a high-level national coordination mechanism through the “Rebuilding Sri Lanka” initiative. The programme focuses on addressing urgent needs through a structured and strategic approach.
Three-Pronged Recovery Strategy
The national rebuilding plan is being implemented under three key approaches:
Accelerating selected development projects already underway, based on priority needs
Reallocating budgetary provisions and allocating additional funds beyond the original estimates
Mobilising local, foreign, and public-private donations through the “Rebuilding Sri Lanka Fund”
As part of this effort, the government plans to prepare a supplementary estimate of Rs. 500 billion for 2026 to support recovery and reconstruction activities.
Presidential Task Force Established
To lead, guide, and oversee the programme, President Dissanayake has appointed a 25-member Presidential Task Force chaired by Prime Minister Dr. Harini Amarasuriya. The task force includes ministers, senior government officials, and key stakeholders.
The task force will provide overall direction, policy guidance, decision-making, conflict resolution, and funding coordination for the rebuilding process.
Key Focus Areas
The “Rebuilding Sri Lanka” programme will prioritize:
Restoring basic needs, sanitation, and healthcare
Rebuilding critical infrastructure
Strengthening livelihoods and assets
Reviving the local economy
Establishing digital data systems and decision-support mechanisms
Enhancing communication and stakeholder engagement
To ensure effective implementation and monitoring, sub-committees chaired by ministers will also be established to oversee progress and execution of decisions taken by the main committee.
