Sinopec pledges to begin Hambantota oil refinery soon

China’s energy giant Sinopec has assured that work on the proposed US$ 3.7 billion oil refinery in Hambantota will commence soon, following discussions held today (15) with Minister of Foreign Affairs, Foreign Employment and Tourism, Vijitha Herath.

A ten-member Sinopec delegation, led by Vice Chairman Luu Liangong, met Minister Herath at the Ministry to review the project’s progress and address unresolved issues delaying its implementation.

Mr. Liangong expressed appreciation for the Minister’s assistance in resolving several long-standing matters related to the refinery’s commencement. He noted that the project agreement, aimed at producing up to 200,000 barrels per day, had been signed in January 2025.

The Vice Chairman also raised a few remaining concerns that have hindered the start of construction and requested Minister Herath’s support to resolve them promptly, citing the project’s importance to both Sri Lanka and China.

Minister Herath assured the delegation that he would take immediate steps to address the issues and facilitate the speedy launch of the Hambantota refinery, highlighting the project’s significance for foreign investment, employment generation, and the national economy.

Both parties agreed to move forward without further delay.

The Sinopec delegation is also scheduled to meet with officials from the Ministry of Energy, the Board of Investment, and other related institutions later today.
