The initiative seeks to address structural barriers faced by the SME sector, which accounts for more than 75 percent of registered businesses in Sri Lanka, contributes 52 percent to the country’s Gross Domestic Product (GDP), and provides employment to 45 percent of the national workforce.
Developed in line with the government’s vision, “A Thriving Nation – A Beautiful Life,” the framework is expected to support entrepreneurs in transitioning from sustaining livelihoods to building high-growth, export-oriented enterprises.
The strategy is built around a core vision and 11 strategic pillars focusing on areas including technological and digital empowerment, institutional integration, service delivery reforms, startup incubation, market development, business intelligence, financial access, entrepreneurship education, and policy reforms.
Key measures under the framework include the introduction of an integrated SME data platform, establishment of “single-window” service centers and the “SME Connect” call center, simplification of business registration procedures, and the creation of a dedicated “Growth Fund” for priority sectors.
The framework also aims to connect local products to Global Value Chains (GVCs), strengthen research and market intelligence through the SIBA unit, and provide entrepreneurs with direct mentoring and advisory support through trained relationship officers.
Officials said the initiative would enable entrepreneurs to gain easier access to registration services, modern technology, financial facilities, and business guidance, while supporting national economic expansion and increasing export earnings.
The launch event was also attended by Minister of Science and Technology Krishantha Abeyrathna, Deputy Minister of Digital and Economic Affairs Eranga Weerarathna, Deputy Minister of Defence Aruna Jayasekara, ministry secretaries, embassy officials, representatives from the financial and business sectors, business advisors, non-governmental organizations, and stakeholders connected to the SME sector.
