Under the previously established Special Import Licence Regulations No. 01 of 2023, the importation of retreaded tires was strictly prohibited across the board. However, recognizing the unique demands of the aviation industry, the government has decided to permit the import of retreaded aircraft tires classified under HS Code 4012.13. This decision aims to balance stringent import controls with the high-stakes maintenance needs of international air services.
The exemption is subject to rigorous regulatory oversight. To qualify, tires must comply with safety standards specified by internationally recognized aviation authorities. Furthermore, the importation is restricted to Sri Lankan airline operators engaged in international services and must be conducted under a legally executed supply agreement with a certified international supplier. Each shipment will also require a specific recommendation from the Ministry of Ports and Civil Aviation.
The resolution, presented by the President in his capacity as the Minister of Finance, Planning, and Economic Development, involves the submission of the Import and Export (Control) Regulations No. 01 of 2026 for parliamentary concurrence. These new regulations, originally published in the Extraordinary Gazette on March 23, 2026, will formalize the legal framework for these essential imports while maintaining the broader ban on non-aviation retreaded tires.
