Officials said the speed of growth was especially notable, with GovPay collecting Rs. 1 billion within just 45 days, showing rising public confidence and wider use of online payment services across state institutions.
Since its launch on 07 February 2025, GovPay has handled over 69,000 transactions, allowing citizens to pay for 3,372 government services offered by 215 government institutions. Authorities say this reflects a clear shift away from cash-based payments towards faster and safer digital options.
GovPay is being carried out under the guidance of the Ministry of Digital Economy and implemented by the Information Communication Technology Agency of Sri Lanka, together with LankaPay. The platform is now seen as an important part of Sri Lanka’s digital public service system, helping to reduce delays, improve transparency, and make services easier to access.
One of the most used services in 2025 was the Online Traffic Fine Payment System, launched on 10 April. More than 50,000 traffic fines were paid digitally through GovPay, bringing in over Rs. 66 million. The service is currently available in several provinces and on major expressways.
Plans to expand the service island-wide by December 2025 were delayed due to bad weather and disaster-related issues. However, ICTA, working with the Sri Lanka Police and LankaPay, has confirmed that the nationwide rollout will take place in January 2026, starting from the Central Province.
GovPay has also been extended to local government bodies such as Divisional Secretariats, Municipal Councils, Urban Councils, and Pradeshiya Sabhas. All local authorities in the Northern Province and all Divisional Secretariats in the Southern Province are now connected to the system, with a goal to cover the entire country by 2026.
Educational institutions played a major role in usage during the year. High transaction volumes were reported from Kotelawala Defence University, the Department of Technical Education and Training, the University of Moratuwa, and the Sri Lanka Atomic Energy Board. Officials said this shows strong acceptance of digital systems, especially among younger users.
GovPay was also used during emergency situations. Since 30 November 2025, nearly Rs. 14 million was collected through the platform for the Rebuild Sri Lanka Disaster Relief Fund, with donations coming from both local and overseas Sri Lankans.
Meanwhile, ICTA is preparing to upgrade www.govpay.lk to make it easier for institutions to join the platform and manage services. With strong growth in its first year, GovPay is seen as a key step towards Sri Lanka’s plan to build a USD 15 billion digital economy by 2030.
