Under the revised rates, individuals previously receiving Rs. 1,800 per week will now receive Rs. 2,100, while families of five, who previously received Rs. 3,600 weekly, will now receive Rs. 10,500.
He noted that Divisional Secretaries and District Secretaries are authorised to provide dry rations within these revised limits. The amendments were issued under Circular 1(2025), signed by the Secretary of Defence, in line with the current economic situation and the severity of the disaster.
With the Extended Disaster Situation declared on 28 November 2025 under Circular 3(2025), Divisional Secretaries have also been empowered to carry out procurement activities up to Rs. 50 million without hindrance.
Munasinghe further explained that, instead of depositing funds into bank accounts, authorities may now directly provide food items suited to the needs of affected individuals. Divisional Secretaries can make decisions through an appropriate committee based on local conditions.
