Speaker says Constitutional Council independent of Parliament

Speaker Jagath Wickramaratne today informed Parliament that members of the Constitutional Council (CC) cannot be summoned before the Parliamentary Privileges Committee, as the CC functions as an independent body outside the purview of Parliament.

He made the statement in response to a privilege issue raised earlier by MP Dayasiri Jayasekera, who had questioned certain decisions made by the Council.

“The Standing Orders of Parliament do not apply to the Constitutional Council,” the Speaker clarified, emphasizing that the CC operates under constitutional provisions that guarantee its independence.

MP Jayasekera had previously accused the Constitutional Council of acting beyond its mandate when approving the appointments to the Commission to Investigate Allegations of Bribery or Corruption (CIABOC), including that of its Director General, Ranga Dissanayake.
