Penal Code amendment on child corporal punishment not yet law

Minister of Justice and National Integration, Attorney-at-Law Harshana Nanayakkara, has clarified that the draft bill to amend the Penal Code (Chapter 19) with regard to corporal punishment of children has not yet been passed into law.

Issuing a statement to the media, the Minister noted that the second reading debate on the amendment bill was held in Parliament on September 24. However, the bill was not passed, as a corresponding amendment to the Criminal Procedure Code is also required before it can come into force.

“The second reading debate on the Penal Code Amendment Bill was held and later postponed without being passed into law. This bill has not yet been enacted, and if further changes are needed, the relevant amendments can be submitted during the committee stage in Parliament,” Minister Nanayakkara stated.

He further emphasized that the proposed amendment to the Penal Code concerning corporal punishment of children remains at the debate stage and has not yet become law.
