New Food and Labeling Regulations in Effect to Protect Children and Empower Consumers

The government has introduced new restrictions on advertising food and beverages (F&B) to children, effective January 1, 2025, under the Food (Labelling & Advertising) Regulations 2022.

The Ceylon Chamber of Commerce played a significant role in developing these regulations through its Food & Beverage Steering Committee offering expertise on food science, nutrition, international regulatory practices and legal frameworks during a decade-long consultation with the Ministry of Health.

The new rules prohibit featuring children under 12 in advertisements for F&B products. Additionally, advertising or promoting such products to children below 12 requires prior approval from the Ministry of Health.

Updated food labelling requirements will take effect from July 1, 2025. These changes include mandatory nutritional values and ingredient lists on packaging, helping consumers make informed choices. The updated regulations address gaps from 2005 and align with global standards.

Mr. Buwanekabahu Perera, CEO of the Ceylon Chamber of Commerce, praised the updates, stating, “Modernising Sri Lanka’s food regulatory framework after 20 years is commendable. Transitioning industry practices will be challenging, but balancing consumer protection with business continuity is crucial. A collaborative approach will ensure a smooth transition.”

These steps aim to protect children and empower consumers while supporting the food industry’s sustainable growth.
