The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has given individuals who submitted their Annual or Post-Retirement Declarations of Assets and Liabilities after the June 30, 2026 deadline an opportunity to explain the reasons for the delay before administrative penalties are imposed.
CIABOC said administrative penalties prescribed under Section 90 of the Anti-Corruption Act, No. 9 of 2023, will be imposed on declarations submitted after the prescribed deadline and on or before August 31, 2026, based on the number of days the submission was delayed.
However, the Commission has decided to provide the persons concerned an opportunity to submit written reasons, together with relevant documentary evidence where available, explaining why an administrative penalty should not be imposed for the delay.
Accordingly, under Section 80(1) of the Anti-Corruption Act, any person required to submit a Declaration of Assets and Liabilities who submitted the declaration after the prescribed deadline may show cause as to why an administrative penalty should not be imposed.
The written explanation and any supporting documentary evidence must be submitted to CIABOC on or before September 30, 2026. The submission must include the National Identity Card number and telephone number of the person making the submission.
CIABOC said failure to submit the reasons for the delay, along with any supporting documentary evidence, by September 30 will be considered a failure to show reasonable cause for the delay. In such cases, the applicable administrative penalty will be imposed in accordance with the relevant provisions of the Anti-Corruption Act.
Those submitting their explanations by post have been instructed to mark “Reasons for the delay” on the top left-hand corner of the envelope. Those submitting their explanations by email must use “Reasons for the delay” as the subject of the email.
