The revised framework has been developed to ensure greater transparency, equal educational opportunities and improved fairness in the school admission process, while addressing concerns over irregularities that have arisen in previous years.
According to the government, the new guidelines were formulated after obtaining recommendations from the Commission to Investigate Allegations of Bribery or Corruption, the Human Rights Commission of Sri Lanka, school principals and education authorities. The circular has also been aligned with the broader education reform agenda currently being implemented.
Officials stated that the updated admission criteria are intended to strengthen accountability, reduce opportunities for malpractice and better protect children’s right to access education.
The proposal was submitted to the Cabinet by Prime Minister Dr. Harini Amarasuriya, in her capacity as Minister of Education, Higher Education and Vocational Education, and received Cabinet approval.
