The decisions were made at a meeting of the Clean Sri Lanka Task Force held yesterday (28) at the Presidential Secretariat under the patronage of the Secretary to the President Dr. Nandika Sanath Kumanayake.
It was also decided to obtain the full technical support of the University of Moratuwa to ensure that the development programme is implemented on a more practical and scientific basis. In parallel, a special expert committee was formed, chaired by Dr. Sithumini Ratnamalala of the University of Moratuwa and comprised of several active members of the 'Clean Sri Lanka' Task Force as well as scholars in the field, to develop a set of guidelines in accordance with international urban design standards.
As part of the initial phase, the expert committee will study successful city development models from around the world and formulate scientific guidelines. Based on these guidelines, several model cities will be developed on a pilot basis. Subsequently, it is expected that a scientific framework will be prepared to guide the modernisation of other cities across the island.
In line with the core objectives of the Clean Sri Lanka national programme, the Model Cities project will not be confined solely to physical development. Special emphasis will also be placed on fostering communities founded on high moral and social values.
Accordingly, plans have been made to build a courteous and responsible urban community that upholds strong human and social values and respects one another. The project also seeks to ensure a clean, environmentally sustainable urban experience based on eco-friendly principles and high environmental standards.
In addition, a comprehensive network of technology-driven e-services is expected to be established within the cities to provide the public with essential services efficiently and transparently.
Furthermore, arrangements are being made to appoint a panel of experts to develop a scientifically based waste management system and implement it island wide.
Among those present at the meeting were Convener of the Clean Sri Lanka Secretariat; Senior Additional Secretary to the President Russell Aponsu, Directors, Commander of the Army Lieutenant General Lasantha Rodrigo, Commander of the Air Force Air Marshal Vasu Bandu Edirisinghe, Commander of the Navy Vice Admiral Kanchana Banagoda and a number of officials of the Clean Sri Lanka Task Force.
