The Ministry of Public Administration, Provincial Councils and Local Government has issued a new circular addressing the long-standing issue of employment security for workers engaged in various non-permanent capacities within state institutions.

According to the circular, employees who have been recruited on temporary, casual (daily wage), substitute, contract, or relief basis may be considered for permanent appointments under specified conditions. This move is expected to impact a significant number of workers currently serving in government institutions without formal job security or long-term benefits.

The Ministry stated that the decision aims to regularize the status of eligible employees while ensuring fairness and transparency in the recruitment process. Relevant institutions have been instructed to review the service records, qualifications, and duration of employment of such workers before making recommendations for permanent absorption.

Officials noted that further guidelines and criteria will be provided to ensure consistency across departments. The circular is also seen as part of broader efforts to strengthen the public sector workforce and improve administrative efficiency.
