The establishment of this division was conceptualized by Chief Commissioner Manoj Nanayakkara.
Representing the Sri Lanka Scout Association at the event were its President Ransiri Perera, National Training Commissioner Colonel Padmalal Perera, National Programme Commissioner Geeth Ramesh, Assistant Chief Commissioners Chandrani Fernando, Deshan Milinda, and Sampath Kariyawasam, along with Training Directors Indrajith Ramanayake and Tilakman Pathmasiri.
Representing the Sri Lanka Police were Senior Deputy Inspector General in charge of Administration Sanjeewa Dharmaratne, Senior Deputy Inspector General for the Western Province Sajeeva Medawatte, Senior Deputy Inspector General in charge of Support Services Rajitha Sri Daminda, and Senior Deputy Inspector General in charge of Training, Higher Training, and the Police Scout Division Sampath Kumara Liyanage.
A large number of senior police officers also attended the event, marking the official commencement of activities related to the Police Scout Division.
