The deceased a 57-year-old man and a 44-year-old woman from Mahiyanganaya were among 13 passengers travelling in the cab at the time of the accident.
Seven injured passengers, along with the tractor driver, have been admitted to Mahiyanganaya Hospital for treatment.
Police are conducting further investigations into the incident.
