Progress reviewed on Cabinet plan for 124 state bodies

An Officials’ Committee appointed to oversee the implementation of a Cabinet decision regarding non-commercial state institutions met with Anura Kumara Dissanayake at the Presidential Secretariat.

The committee, chaired by Secretary to the Prime Minister Pradeep Saputhanthri, was established to supervise the implementation of the Cabinet decision taken on 17 March 2025 concerning the future of non-commercial state institutions.

According to the decision of the Cabinet of Ministers, a total of 124 non-commercial state institutions falling under nine categories are to undergo reforms based on several considerations. These include the failure of certain institutions to keep pace with modern requirements, limitations or incompatibility of powers granted to them, duplication of functions among institutions, and the possibility of some functions being carried out more efficiently by the private sector.

The committee has also been tasked with submitting quarterly progress reports on the implementation of these reforms to the Cabinet.

During the meeting, discussions focused on the current progress of the reform process, challenges encountered in implementing decisions related to several institutions, and measures required to address those issues.

Among those present were Secretary to the Ministry of Industry and Entrepreneurship Development J. M. T. Jayasundara, Secretary to the Ministry of Agriculture, Livestock, Land and Irrigation D. P. Wickramasinghe, Senior Additional Secretary to the President G. M. R. D. Aponsu, Additional Secretary (Internal Administration) to the Ministry of Public Administration, Provincial Councils and Local Government Hiransa Kaluthanthri, Director General of the National Budget Department Jude Nilukshan, Director General of the Department of Public Enterprises B. T. A. Rudrigo, and Additional Secretary to the Prime Minister and committee convener Sagarika Bogahawatte.
