The suspects were taken into custody during a raid carried out by officers of the Western Province Southern Crime Division in the Kotta area.
Police also seized a car believed to have been used by the suspects in connection with the crime.
The double shooting, which claimed the lives of the lawyer and his wife, took place in the parking area of a supermarket in Akuregoda. Investigations into the incident are ongoing.
