The regulations, initially published in June 2023 and amended in November 2023, have undergone additional revisions via a gazette notification dated December 29, 2025.
The latest amendments, recommended by the Colombo Port City Economic Commission, include adjustments to land areas such as beach space, an increase in the maximum permitted vertical height for developments, and updates to the usage matrix classification.
