Cowlin officially assumed duties at the ADB Sri Lanka Resident Mission in Colombo on February 9, according to an announcement by the multilateral lender.
In her first statement after taking office, Cowlin expressed appreciation for the opportunity and reaffirmed ADB’s commitment to Sri Lanka during a critical phase of national rebuilding.
“I am honored to be appointed Country Director of ADB’s Sri Lanka Resident Mission,” she said, highlighting the institution’s longstanding partnership with the country.
She noted that ADB has consistently supported Sri Lanka through major challenges, including the COVID-19 pandemic and the recent economic crisis, both of which caused significant social and structural disruptions.
“As Sri Lanka continues on its path to recovery,” Cowlin stated, “ADB remains firmly committed to assisting the nation in rebuilding and strengthening its resilience, including addressing the impacts and damage caused by Cyclone Ditwah. We will continue to work closely with the Government, development partners, and communities to promote sustainable growth and create new opportunities.”
Cowlin brings over 26 years of professional experience, including 13 years at ADB, where she has played a key role in investment project design, policy engagement, and cross-sector knowledge initiatives.
Her expertise spans energy, climate change, environmental management, public health, and the energy–food–water nexus, positioning her leadership as particularly relevant to Sri Lanka’s evolving development priorities.
ADB remains one of Sri Lanka’s principal development partners, supporting reforms, infrastructure development, and social protection initiatives aimed at fostering inclusive and sustainable growth.
