The revision of fees for issuing temporary driving licences has been approved as part of government efforts to expand and improve services for foreign motorists, particularly at the country’s main international airport.
The Department of Motor Traffic (DMT) currently issues temporary driving licences to foreign nationals based on licences obtained overseas, with the service being handled at its Werahera office. To improve convenience for travellers, authorities have decided to operate a dedicated service counter at the Bandaranaike International Airport from August 3, 2025.
Officials said the existing fee of Rs. 2,000, set under the Motor Vehicles (Driving Licence Levy) Regulations No. 3 of 2022 under the Motor Traffic Act, is inadequate to meet the operational costs of providing this additional airport-based service.
As a result, the government has approved a proposal to revise the fee structure to better reflect the services provided. The amended fees have been published in an extraordinary gazette notification No. 2463/04 dated November 17, 2025.
