The event was presided over by Minister of Ports and Civil Aviation Anura Karunathilaka. Gampaha District Parliamentarian Sapumal Rangwala, Biyagama Pradeshiya Sabha Chairman Attorney-at-Law Lal Kumarapelli, and Deputy Chairman Sugath Dissanayake also participated.

The government officially appointed chairmen of the Community Development Councils established under the Praja Shakthi program, a national campaign aimed at eradicating poverty, at a ceremony held at the Biyagama Divisional Secretariat auditorium.

A total of 49 chairmen, one for each Grama Seva division, received their appointment letters. Development Officers, Grama Seva Officers, and Samurdhi Development Officers, who support the Community Development Councils, were also present at the ceremony.

Speaking at the event, Minister Karunathilaka commended the chairmen for their efforts in providing relief to families affected by recent floods along the Kelani River in the Biyagama electorate and for promptly distributing the Rs. 25,000 government grant to those in need.
