Strengthening bilateral cooperation in consular and legal affairs, Sri Lanka and Latvia have signed an Agreement on the Transfer of Sentenced Persons, allowing individuals convicted in either country to serve their sentences in their respective home nations.
The agreement was signed at the High Commission of Sri Lanka in New Delhi by Mahishini Colonne, High Commissioner of Sri Lanka to India, and Juris Bone, Ambassador of Latvia to India, who is concurrently accredited to Sri Lanka.
The accord aims to promote mutual legal collaboration and humanitarian principles by facilitating the transfer of prisoners between the two countries in accordance with their national laws. It is expected to support the social rehabilitation of sentenced persons and uphold their human rights through the opportunity to serve sentences closer to family and familiar cultural settings.
Under the new arrangement, the Ministry of Justice and National Integration will act as the central authority for implementation in Sri Lanka, while the Ministry of Justice of Latvia will serve as the counterpart authority in Latvia.
The Embassy of Latvia in New Delhi is among 99 diplomatic missions concurrently accredited to Sri Lanka from New Delhi, the city hosting the highest number of accredited foreign missions to Sri Lanka. The High Commission of Sri Lanka in New Delhi continues to play a vital role in facilitating and coordinating such diplomatic engagements.
