In a significant ruling paving the way for Sri Lanka’s first-ever cable car project, the Court of Appeal has barred the Gampola Divisional Secretary from obstructing construction activities in the Ambuluwawa area.
Delivering the judgment yesterday (07), Justice Gihan Kulatunga also ordered the Divisional Secretary to pay Rs. 100,000 in legal costs to Amber Adventure (Pvt) Ltd — the company spearheading the project.
The court’s decision follows a writ petition filed by the company, which accused the Divisional Secretary of unlawfully interfering with the development despite all required approvals being secured from relevant government bodies.
Representing the petitioner, President’s Counsel Ali Sabry emphasized that the project site lies entirely within the Urban Development Authority’s (UDA) jurisdiction, leaving no legal grounds for the Divisional Secretary’s involvement.
The company stated that repeated disruptions had delayed the project’s completion, compelling it to seek judicial intervention to ensure uninterrupted progress on the landmark tourism venture.
