8,572 Human Rights complaints unresolved by end of 2024

The audit report of the Human Rights Commission of Sri Lanka (HRCSL) for the year 2024 has revealed a significant backlog of unresolved complaints due to staff shortages and additional duties handled by officers.

According to the report, 8,778 complaints were already pending at the start of 2024, while a further 9,844 complaints were received during the year under review. As a result, the total number of complaints requiring resolution amounted to 18,622.

Out of these, 8,135 complaints — approximately 44% of the total — were closed during the year. However, the audit notes that 4,984 of the closed complaints were dismissed rather than resolved through inquiry. This included:

  • 1,599 complaints found to involve no violation of fundamental rights,
  • 2,458 complaints withdrawn or abandoned due to lack of interest by complainants,
  • 927 complaints deemed outside the scope of the Commission.

Commenting on the situation, the Chief Accounting Officer stated that 8,572 complaints remained unresolved as at 31 December 2024. The official attributed the backlog to a shortage of staff and the fact that commission officers are required to carry out extra duties in addition to investigating complaints.

The audit recommends that the Commission adopt new methods and improved procedures to ensure complaints are resolved more efficiently and promptly.
