The Cabinet of Ministers has approved the submission to Parliament of the Motor Vehicle (Drug) Directive No. 1 of 2025, aimed at strengthening legal provisions for testing drivers suspected of taking drugs

The directive, published under Extraordinary Gazette Notification No. 2452/40 on 4 September 2025, was introduced under the Motor Vehicle Act to enable the testing of drivers suspected of taking drugs.

While the Motor Vehicles Act allows police officers to present drivers suspected of drug use to a government medical officer, there were previously no clear provisions regarding the method of investigation or the quantity of drugs considered as proof. The new directive provides a legal framework to address these gaps and standardize the testing process.

The proposal was presented to the Cabinet by the Acting Minister of Transport, Highways, and Urban Development.
