The commission, headed by retired Supreme Court Justice Gamini Amarasekara, will include specialists from the fields of marine environment, coastal environment, marine biology, environmental law, and fisheries. Appointed members are Dr. H.B. Jayasiri (marine environment), H.N.R. Perera (coastal environment), Dr. Rekha Maldeniya (marine biology), Dr. Jagath Gunawardena (environmental law), and Dr. Sunil Jayakody (fisheries).
In addition, six non-state experts have also been named: Prof. Kamal Ranatunga, Prof. Sewwandi Jaykody, Dr. Lalith Ekanayake, Dr. Chaturangi Wickramaratne, Dr. Yohan Mahagamage, and Dr. Ajantha Perera.
The court was informed of the appointments when the petition related to the commission was taken up before Justices Shiran Gooneratne, Achala Wengappuli, and K. Priyantha Fernando.
