CAA to charge for plastic bags from Nov 1

The Consumer Affairs Authority (CAA) has directed that traders can no longer provide certain plastic bags free of charge to consumers, under powers granted by Section 10(l)(b)(ii) of the Consumer Affairs Authority Act No. 9 of 2003.

The directive covers bags made from Low-Density Polyethylene (LDPE) and Linear Low-Density Polyethylene (LLDPE). Traders are required to display the price of these bags prominently at their business premises and include the charges on customer bills.

The CAA noted that “bags” refer to any handled bags used for carrying purchased goods, commonly called “sili-sili bags”, as defined by the Central Environmental Authority.

The regulation will take effect on 1st November 2025.
