President to deliver budget speech on November 7

The second reading of the Appropriation Bill for 2026, commonly known as the Budget Speech, will be held on November 7, 2025. the Secretary General of Parliament, Kushani Rohanadeera said.

This will be followed by the budget debate running from November 8 to December 5.

This was revealed at the Committee on Parliamentary Business meeting chaired by Speaker Dr. Jagath Wickramarathne.

According to the Secretary General, the first reading of the Appropriation Bill will be presented to Parliament on September 26, 2025.

The President, in his capacity as Minister of Finance, is scheduled to present the second reading (the Budget Speech) on November 7. The subsequent debate on the second reading is allocated six days, from November 8 to November 14, with the vote scheduled at 6:00 PM on November 14.

Following this, the Committee Stage debate will be held over 17 days from November 15 to December 5, culminating in the third reading vote at 6:00 PM on December 5.
