No-confidence motion against Deputy Defence cannot proceed – Speaker

Speaker Jagath Wickramaratne said today that the no-confidence motion filed against Deputy Minister of Defence Aruna Jayasekera will not be taken up for debate in Parliament, citing the lack of constitutional provision to do so.

The Speaker clarified that unlike Cabinet Ministers, Deputy Ministers do not hold collective responsibility to Parliament, and therefore, cannot be subjected to no-confidence motions under existing parliamentary procedures.

"This decision follows a comprehensive review of parliamentary practices in other jurisdictions, including the House of Commons of the United Kingdom and the Lok Sabha of India," Speaker Wickramaratne stated during proceedings.
