Ruwanpura Expressway to reach Ingiriya under 2026 Budget

Minister of Transport and Highways Bimal Rathnayake said that the 2026 Budget includes allocations for the construction of the Ruwanpura Expressway up to Ingiriya. He noted that the upcoming budget provides more funding than the current year, demonstrating the government's continued focus on enhancing the country’s road infrastructure.

The expressway construction is expected to take two to three years to complete. In addition to this, the government plans to widen the High-Level Road from Avissawella to Godagama into four lanes, with necessary funding already allocated.

Speaking during a discussion with state officials on expressway development and budget planning, Minister Rathnayake also revealed that funds have been set aside to improve dangerous bends along the railway road from Kottawa to Avissawella, aiming to boost road safety and connectivity in the area.

Regarding the extension of the expressway from Ingiriya to Ratnapura, the Minister explained that a feasibility study is required due to environmental and geographical challenges, including the presence of nearby river systems.

“For now, we’ve proposed completing the expressway up to Ingiriya and then upgrading the existing road from Ingiriya to Ratnapura,” he said. “This doesn’t mean the expressway project is being halted—it’s about evaluating the most practical way to proceed with the next phase.”
