The Cabinet of Ministers has approved the awarding of a contract to upgrade the Kolonnawa Grid Substation to facilitate the development of a 100 MW/100 MWh Battery Energy Storage System (BESS) under the Power System Strengthening and Renewable Energy Integration Project, funded by the Asian Development Bank (ADB).

Approval for the project was initially granted at the Cabinet meeting held on September 2, 2024.

An international competitive bidding process was subsequently conducted to select a contractor for the project, with four bids received.

Following the evaluation of the bids, the High-Level Procurement Committee recommended awarding the contract to the lowest substantially responsive bidder, the Joint Venture of Ceylex Engineering (Pvt.) Ltd. and Xingneng Electric Power Construction Co. Ltd.

Accordingly, the Cabinet approved the proposal submitted by the Minister of Energy to award the contract for USD 1.27 million, EUR 2.61 million and LKR 555.13 million, excluding taxes.
