The Inland Revenue Department (IRD) has announced that the implementation of the revised Value Added Tax (VAT) invoice format will become strictly mandatory starting October 1, 2026.

The department has also issued an Extraordinary Gazette notification outlining the legal requirements and specifications for the updated template.

Initially introduced on March 27, 2026, under Gazette Extraordinary No. 2481/22, the revised invoicing layout was originally scheduled to take effect on July 1, 2026. However, following extensive requests from the business community for additional time to update their enterprise resource planning (ERP), accounting, and billing software systems, authorities granted a grace period, pushing the enforcement date to October.

The IRD emphasized that the updated framework is a crucial step toward modernizing Sri Lanka's digital tax collection infrastructure—integrating closely with the Revenue Administration Management Information System (RAMIS) for real-time reporting. Key structural changes under the new mandate include the clear and prominent labeling of "TAX INVOICE," precise matching of supplier and purchaser 9-digit Taxpayer Identification Number (TIN) details, distinct separation of the invoice date and the date of supply, and detailed item descriptions complete with accurate unit quantities instead of vague terminology.

Furthermore, the new format introduces a standardized serial number structure to prevent anomalies. By enforcing these uniform guidelines, the IRD aims to curb the circulation of fraudulent invoices, enhance transaction tracking, streamline digital tax audits, and minimize revenue leakage across all sectors. Businesses have been strongly advised to finalize their system upgrades and ensure full compliance before the October 1 deadline.
