The move comes amid recent parliamentary discussions regarding the housing of high-ranking officials and their staff.
According to an official letter issued by the Housing and Development Division of the Ministry, Mr. Gallage has been assigned official residence No. 4-3, located at Laurie’s Place (Loris Lane), Colombo 04. The allocation is effective from June 6, 2025, and is slated to remain valid until June 5, 2030 or until the conclusion of his tenure as the Speaker’s Private Secretary, whichever occurs first.
The allocation is governed by the provisions of Public Administration Circular 22/2006 along with other standing regulations concerning government housing. Under these terms, the recipient is required to pay a monthly rental equivalent to 12.5% of his basic salary, which will be deducted directly from his pay.
The document further specifies that a formal housing agreement, signed on June 8, 2025, dictates the maintenance and administrative responsibilities of the property. Additionally, the occupant has been instructed to coordinate directly with the Ceylon Electricity Board (CEB) and Sri Lanka Telecom (SLT) to manage and settle utility and communication services for the premises.
This administrative action follows recent inquiries in Parliament where members of the opposition sought clarity on the allocation of state-owned apartments to staff members of the Speaker's office.
