In a fresh directive, the Ministry emphasized that alongside Circular No. 12/2016 issued on April 29, 2016, greater attention must now be given to Paragraph 17 of the Supreme Court judgment in Case No. 461/2012 (FR), which clearly outlines the prohibition of physical and psychological punishment in schools.

The ruling mandates that no child should be subjected to any form of harm—whether as punishment or otherwise—and calls for “zero tolerance” of corporal punishment at all levels of the education system.

Authorities stressed that teachers and school administrators who violate these provisions will face legal consequences, underscoring the State’s responsibility to safeguard children’s rights within educational institutions.

The Ministry of Education further noted that disciplinary measures must be carried out using non-violent and constructive approaches that uphold the dignity and well-being of students.

School officials nationwide have been urged to align their disciplinary practices with the Supreme Court’s directives and ensure full compliance with the strengthened guidelines.
