The position became vacant following the retirement of Y.R. Serasinghe on October 7, 2025, after reaching the mandatory retirement age of 55.
Rear Admiral Joseph has completed more than 31 years of service in the Sri Lanka Navy and has been selected to lead the Coast Guard Department.
The proposal for his appointment was submitted by President Anura Kumara Dissanayake in his capacity as Minister of Defence and subsequently received Cabinet approval.
