The government today (December 5) presented the Vote on Account for the first four months of 2025 to Parliament, outlining its financial plans for the beginning of the year.
Minister of Finance Anil Jayantha Fernando provided detailed insights into the proposed expenditures and revenue projections during the debate.
The government plans to allocate Rs. 1,000 billion for recurrent expenditure, Rs. 425 billion for capital projects, and Rs. 1,175 billion for foreign debt restructuring and servicing. This brings the total financial requirement for the period to Rs. 2,600 billion.
Minister Fernando noted that the government’s revenue for the first four months is estimated at Rs. 1,600 billion. To address the shortfall, a borrowing limit of Rs. 1,000 billion has been proposed.
Discussing the country’s foreign debt restructuring, the minister explained that agreements with bilateral creditors and sovereign bondholders are expected to be finalized by December 31. However, in anticipation of possible technical delays, the borrowing limit has been increased to Rs. 4,000 billion to ensure flexibility in managing any unforeseen circumstances.
