The order was announced during court proceedings last week and will remain in effect until the final determination of the petition challenging the project.
When questioned by the court on whether construction would be suspended until the injunction is resolved, state counsels representing the government requested additional time to respond and could not immediately guarantee that work would not continue.
The proposed Rs. 170 million indoor stadium project, initiated by the Ministry of Youth Affairs and Sports, aims to promote indoor sports activities in the northern region.
However, petitioners argue that the park is a historic charitable trust property donated in 1853 by British colonial administrator Sir Percival Ackland Dyke and should be preserved.
The High Court is scheduled to hear further objections related to the project on April 30.
