The Presidential Commission of Inquiry appointed to investigate alleged irregularities at the Colombo Municipal Council (CMC) has begun inviting public complaints and information covering the period from 2010 to 2025.
The Commission will examine allegations of corruption, fraud, criminal breach of trust, abuse of power, misuse of government resources, unlawful recruitments and appointments, procurement violations, irregularities in leasing or renting state properties, unlawful legal actions, and any serious losses or damage to State assets or revenue.
Established under Section 2 of the Commissions of Inquiry Act No. 17 of 1948, the Commission was appointed by President Anura Kumara Dissanayake through Extraordinary Gazette Notification No. 2469/08 on December 30, 2025. Its office is located at No. 152, Galle Road, Colombo 03.
The Commission is chaired by Piyasena Ranasinghe, Attorney-at-Law and former High Court Judge, with members E. R. M. S. H. Ekanayake of the Sri Lanka Accountants’ Service and former Senior Superintendent of Police D. S. Wickramasinghe.
The Commission is empowered to receive complaints and information regarding serious allegations against current or former political officeholders, public officers, statutory body officials, private service providers, and institutions. It may also investigate offences outside the specified period if deemed relevant. The body will conduct impartial inquiries and make recommendations for action against those found responsible, as well as suggest measures to prevent future misconduct.
The Commission is required to submit an interim report to the Secretary to the President within three months and a final report with findings and recommendations within six months.
Individuals and organizations are invited to submit written complaints in Sinhala, Tamil, or English to the Secretary of the Commission at No. 152, Galle Road, Colombo 03 by February 23, 2026. Submissions must include the complainant’s name, address, contact details, and National Identity Card or passport number; anonymous complaints may also be accepted upon request.
