Minister of Justice and National Integration Harshana Nanayakkara said that regardless of who initiated or supported the underworld, the present government is committed to eliminating it completely under the leadership of the President.
The Minister made these remarks while participating in the 2026 Prison Department Staff Officers’ Meeting and the symbolic handover of government-provided vehicles and equipment at the Prison Department premises. During the event, 10 vans valued at Rs. 913.60 million, along with three tractors and laptops and computers worth Rs. 104.30 million, were handed over to prison institutions. He also noted that 40 buses and five gully bowsers are scheduled to be provided in the future.
Addressing prison officers, Minister Nanayakkara acknowledged the demanding and highly responsible nature of their duties, stating that prison service is one of the most complex roles in the public sector. He expressed appreciation for their commitment to maintaining security, upholding the law, respecting human dignity, and preparing offenders for reintegration into society.
The Minister further said that longstanding issues within the prison system, which have persisted for decades, are not the fault of current officers and must be addressed collectively. As part of proposed reforms, he revealed plans to introduce analyst reports within three months to help reduce prison overcrowding, implement a system to review the release of long-term prisoners, and introduce a new Community Corrections Act to expand referrals to community-based corrections.
Emphasizing the government’s commitment to the safety of prison officers, the Minister stated that firm action would be taken against underworld elements and assured officers of continued government support.
Commissioner General of Prisons Nishan Dhanasinghe also addressed the gathering. Prison Commissioners and all Prison Superintendents from across the island were present at the event.
