The Supreme Court has begun hearing seven petitions filed against the proposed Presidents’ Entitlements (Repeal) Bill, which seeks to revoke special privileges granted to former Presidents and their widows under existing legislation.
A three-judge bench comprising Chief Justice Preethi Padman Surasena, Justice Achala Wengappuli, and Justice Sampath Abayakoon is presiding over the proceedings.
The petitions challenge the constitutionality of repealing the Presidents’ Entitlements Act, No. 4 of 1986, arguing that the proposed bill cannot be enacted through a simple majority in Parliament and may require further constitutional scrutiny or a public referendum.
The 1986 Act currently grants various benefits, including official residences, security, and staff to former Presidents. If passed, the new bill would abolish these entitlements in full.
The court is expected to deliver a determination to the Speaker, outlining whether the bill is consistent with the Constitution or requires amendments or further approval mechanisms.
